- Requested: a holder asks to move units. The rules that fail at that moment are stored with the request, for anyone to read.
- Approved: an admin or officer agrees, and sets how long the approval stays valid. Nobody can approve their own request.
- Recorded: the holder or a decider writes it into the register. Every rule runs again at this moment. One failure stops it, and nothing moves.
- Rejected: an admin or officer says no, with a reason code.
- Cancelled: the holder withdraws it.
An approval does not skip anything. Two approved requests cannot spend the same units: the second one fails when it is recorded.
